Immigration is the process that allows a person who was not born in Canada, or born to a Canadian parent, to move here, to live here permanently. A person who has immigrated to Canada is called a "permanent resident". After a period of residence in Canada, a permanent resident may apply to become a citizen of Canada.
Canada is one of only a very few countries (including the United States, Australia, and New Zealand) which actively seek out newcomers as immigrants, and encourages them to become citizens.
